HISTORY
The birth of the BRLC came as a result of Philippine Librarians Association (PLAI) recommendation based on the 2004 election rules, specifically Article II, Rule 5, which states that working in or resding within the region shall meet on or before the 29th of July 2004 to formally organize themselves into a regional council of librarians. As far as practicable, a council shall be established in each region of the country.
Upon the recommendation of Mrs. Fe Abelada-Robles, PLAI President a meeting was convened. This was held at Albay Provincial Library & Information Center. Mrs. Robles, who presided the meeting, emphasized the importance of the establishment of Regional Councils.
The group elected its Interim Council Board of Directors and Nomelec who took charge of the election process. The interim were the following:
